Yes, finally a x86 based Arduino board:

Uses the Intel Curie CPU. It is more like a very, very old Pentium CPU back in the day of DOS (albeit 32 bit), but it is an Arduino and is only $30.

PowerBasic should take one of their oldest compilers (PB 5.0), gut all the Windows stuff from it and then add access to Arduino input/output and produce a compiler for it. IMo, there would be nothing like it on the market.
