most of the tag readers work through a normal serial port so the software you use can be windows (or Unix) based as well as DOS.

The tags have a range of a few inches to about 10 feet, depending on which type you use, so "broadcast" isn't the right word here. To track people you need a tag reader on every exit/entrance to the property.

Anyone have any experience reading Radio TAGS?
The kind used to track a cow via an inplanted TAG.
I have a client that wants to issue a card / TAG containing
a unique customer ID and that TAG with it's ID will then brodcast
that specific customers presence on property and then set up
a greeting much like an automated caller ID phone number will let
the call receiver see the contact information on a screen using
a phone # on file to link to an in house database.
Any Ideas ?
I feel that this will be a critical mission type program and
would be best served using DOS
