Mouse Problem

Old program runs fine in a Win 3.1/95/98 full screen window
using SCREEN 0. New Dell with XP/HE returns the correct or
almost correct cursor row position. If the row is incorrect
it's off by 1. Gosh, just want to move to the new machine.
Don't want to get into a rewrite.

A nice push in the right direction will be appreciated.
