New IDE for PBDOS

Hey,

I have two questions about building programs with PBVision/Workshop and QuickPak Professional.
Can I build an advanced IDE with this tools like Turbo Vision from
Borland Pascal or not.
If there programmers interesed, they can help my with building or giving my tips or sugestions.
