permission denied to open a file

Thanks, Paul. In frustration, I did reboot and it freed up the
file. I did determine that the directory itself seemed to have
the lock, not the file itself. I could not open any of my data
files in that directory. Error 70 has to do with write protected
disk.

I had to use cntrl alt delete to end out of a loop with
a random file open. Now when I run my program again, I get
a "permission denied" message when I try to open the file.
Is there an easy way to fix this problem?
I tried opening the file with access read write, but did not
help any.
