Joe, you can download the WIN32.HLP file from our web site at http://www.powerbasic.com/files/pub/mstools/win32.zip . This file can be called directly from the PowerBASIC IDE, by highlighting the API function name, and pressing F1 (you must set the path to the help file in the WINDOW|OPTIONS dialog).
Note that this is an 8Mb download, but worth every byte. Additional information can be found at the Microsoft Developers Network site http://msdn.microsoft.com
