Global Api hook

I want to create a program to intercept api calls global to the system. Is there anybody who knows how to do this or does any information about it.
I recently checked out the tools and sources at sysinternals. They create system drivers that (vxd,sys) to catch specific calls. Is this the only option to catch api calls from programs ??

I want to catch api calls from all the programs and specifically calls to some registry keys.
