You are right Bill - sorry I had that wrong.
Looks like the only way would be to create a shortcut or otherwise launch the Editor using the /P: command line option.
e.g. Pbedit.exe /P:"Project Main.bas" "Project Files.pbp"

Save As Project (.pbp) with the 'Prmary source' open ('on top' of other project files currently loaded into the IDE)
Also just noticed that the status line in the editor for "Set Primary..." is:
"Make the current file the primary source file" which is not really accurate.
Help file does say the assignment via the "Set Primary..." is not sticky.

Window / Options.. / File - check 'Reload Previous file set at start'.
