Overall screen brightness in Windows

We are trying to use the win32 call 'SetDeviceGammaRamp' to tune down the brightness level of all of windows. This works but we can't seem to set it all the way to zero, or anything really close.

Is there a different way of doing this? Or to stop the limit from going lower down?

I've never tried it but the SetMonitorBrightness Function has to be worth looking into:
