• OEM to RTF

Guys --
I want to convert DOS(OEM) plain text to RTF (for Wordpad).
Somebody tried to convert "drawing" symbols ?
For example, I noticed that under Win2000 works fine following
(save as .rtf).
Code:
{\rtf1\fbidis\ansi\ansicpg1251\deff0\deflang1049{\fonttbl{\f0\fmodern\fprq1\fcharset204{\*\fname Courier New;}Courier New CYR;}}
\viewkind4\uc1\pard\ltrpar\f0\fs20鑲? 鑴? 钄? 针? 钒? 钖? 销? 锈?\par
锖? 锤? 锲? 镒? 镓? 镔? 镕? 镖?\par
镗? 镘? 镙? 镠? 镡? 镢? 镣? 镤?\par
镥? 镦? 镧? 镨? 镩? 镰? 镱? 镲?\par
镳? 镴? 镵? 镶? 長? 镸? 镹? 門?\par
阀? 阄? 阈? 阒? 阖? 阗? 阘? 阙?\par
防? 陂? 陃? 附? 限? 陘? 陠? 陨?\par
陴? 陵? 陹? 隈? 隉? 霂? 鞆? 鞇?\par
鞈? 鞒? 鞔? 頤? 頧? 頩? 頰? 頴? 頵?\par
}
Probably, under NT4 also.

But under 9x (100% sure w/o test) - not.
Somebody has experience ?
