Detecting Format Attempt

Is there a way, maybe a hook to detect a disk format attempt?

Write a program called FORMAT.EXE that warns the user not to do that.

Then rename FORMAT.COM

That will work on most DOS systems, but it won't stop programs like Windows Explorer from formatting a disk. Most Windows programs don't rely on commandlune utilities like FORMAT.
