The Solution for Myself Was
My question was where to find the Windows API download, the one that runs from a command line like this one:
"C:\Program Files\Common Files\Microsoft Shared\Help\dexplore.exe" /helpcol ms-help://MS.PSDK.1033
But then I found the previously downloaded cab files in a remote corner of my hard drive. Not sure if I ever really did find the correct MS download location---but it was the middle of the night and with bleary eyes I was thinking SDK and API were separate downloads; I believe they are actually the same download.

Also... when people do leave their questions up long enough to receive some suggestions, I think it would be nice if the original "asker" would take the time to post the results... or at least report "which suggestion was used to solve the problem."
(We don't normally have the problem of not reporting "none of the above worked.")
