Tab Control

I've seen apps that have several rows of tabs. If the user clicks on a tab on the first row, i.e. the top row, the tab is moved to the bottom row taking the place of one on the bottom and the replaced tab is moved to the top. Is that a user-drawn tab control?

Thanks, Elias. I must be an alumni of DUH. I saw that in PBFORMS but was thinking in terms of multiple "text" lines rather than multiple tab "rows".
